Sava Customers Secure £543m to Transform Social Housing in Wave 3 of the Warm Homes: Social Housing Fund.

On 11th March 2025, Government announced the bid results for Wave 3 of the Warm Homes: Social Housing Fund. A total of £1.29bn has been awarded to successful social housing providers, local authorities, and charities to support the retrofitting of social housing across 144 projects.

This latest wave continues to build on the funding provided in previous rounds of the Social Housing Decarbonisation Fund (SHDF), further driving energy efficiency improvements in social housing and supporting providers as they strive to raise the energy performance of the UK’s 1.2 million homes below EPC band C up to that level by 2030 – a target set by Government.

With these investments, social housing providers are afforded a significant opportunity to:

  • Enhance the comfort, health and wellbeing of their residents
  • Decrease the carbon emissions of their housing stock
  • Reduce the number of households in fuel poverty by cutting energy bills for thousands.

This comes at a crucial time, with the UK in the midst of a cost-of-living crisis, the energy price cap rising again on 1st April, and energy bills remaining unaffordable for many. The scheme supports measures that are likely to lower household energy bills – such as: solar PV; wall, loft and floor insulation; and low carbon heating technologies – and excludes any fossil fuel measures – such as: new or replacement fossil-fuel-based heating systems. All grant funding is to be spent by 31st March 2028 and measures delivered by 30th September 2028.  

Sava supported 111 organisations with their WH: SHF bids – 59 seeking investment for Challenge Fund projects and 52 for Strategic Partnership projects. Cumulatively, Sava customers will receive more than £543 million worth of funding, including one of the largest Challenge Fund bid winners, Amplius (formerly Longhurst Group), who worked with Sava’s Consultancy team to produce their winning application, securing more than £20 million.

In response to this news, Marcus Keys, Chief Development and Commercial Officer at Amplius, said: “Sustainability and energy efficiency are key focuses for us as an organisation and this money will help us drive forward with our plans to enhance our existing housing stock.

“We’re committed to providing warm, safe and secure homes for our customers and by securing this funding, which we’ll also match-fund, we’ll be able to continue the excellent work from wave 2.1 of the Social Housing Decarbonisation Fund and roll-out energy efficiency improvement measures to even more of our customers.

“I’m delighted that our bid was successful and that we managed to provisionally secure the second-highest award from government. This is a real testament to the hard-work and dedication of all my colleagues working on this programme and I’m looking forward to progressing with wave 3.”

Amplius will now match the fund amount, pledging to invest almost £41 million into improving their housing stock over the next three years.
